As the founder of Welcome Home Creamery and More, he created more than just a business—it’s a community gathering place where families connect, young people find their first jobs, and neighbors share stories over ice cream. This hands-on experience has given him firsthand insight into what Hampton’s small businesses need to thrive.

Devlin’s vision for Hampton is built on five core pillars.
1. Smart, Sustainable Growth
- Balanced Development: Encourage new businesses and housing while preserving the historic charm of Hampton.
- Downtown Revitalization: Support small businesses and mixed-use development to bring life back to the city center.
- Infrastructure Investment: Improve roads, sidewalks, water systems, and public spaces as the city grows.
2. Public Safety & Community Trust
- Community Policing: Strengthen relationships between law enforcement and residents through transparency and accountability.
- Emergency Preparedness: Upgrade equipment, training, and coordination for fire, EMS, and disaster response.
- Youth Engagement Programs: Partner with schools, churches, and nonprofits to keep young people safe, involved, and inspired.
3. Economic Empowerment
- Support Local Entrepreneurs: Offer incentives, mentorship, and access to capital for small and minority-owned businesses.
- Workforce Development: Partner with technical colleges and employers to create career training and job placement programs.
- Tourism & Events: Leverage Hampton’s history, racetrack proximity, and charm to attract visitors and boost revenue.
As a local business owner, I know firsthand the challenges of starting and running a business in Hampton. That’s why I will:
- Streamline licensing and permitting for local entrepreneurs
- Offer mentorship and support for small and minority-owned businesses
- Create programs that connect local youth to internships and job opportunities with Hampton-based employers
- Promote local-first initiatives to keep money in our community
4. Transparent & Accountable Government
- Open Government: Livestream city council meetings and publish easy-to-read budget summaries.
- Citizen Involvement: Create citizen advisory boards for zoning, youth, public safety, and parks.
- Efficient Services: Audit and improve city operations to reduce waste and ensure responsive services.
5. Youth & Family First
- Recreation & Parks: Expand recreational programming, sports leagues, and green spaces.
- Education Advocacy: While schools are governed by the county, be a champion for Hampton’s students and educators.
- Safe, Clean Neighborhoods: Prioritize beautification, litter control, and code enforcement.
